Presentation from 2009 long term care insurance conference in Reno, discussing (among other things) how private LTC insurance works in countries with publicly-sponsored LTC insurance. Both Germany (where the introduction of the public system generated substantial increases in private insurance) and France are very interesting. France has a publlic system with features similar to the CLASS Act: a cash benefit is paid for those with qualifying ADLs (and IADLs). Private LTCi wraps around this and those policies are growing at a remarkable 15%/year. There are about 3 million private policies in France, compared to about 9-10 Million in the US, but the US population is much more than 3 times the size of france.
